ICD-11 Revision Steering Group
A Revision Steering Group (RSG), which includes the chairs of the various Topic Advisory Groups (TAGs), serves as the planning and steering authority in the ICD update and revision process. Dr Christopher Chute, MD, Mayo Clinic bioinformatics specialist, chairs the ICD-11 Revision Steering Group.

ICD-11 Revision Steering Group Terms of Reference
A Revision Steering Group will serve as the planning and steering authority in the update and revision process. Its terms of reference will focus on the following issues:
– Oversee the revision process and give advice for coordination of workgroups: RSG will review the content of the revision process and will aim to ensure adequate coverage of all chapters and codes to ascertain the input from existing clinical modifications of the ICD and other WHO-FIC members, and maintain continuity between 10th and 11th editions.
– In addition it will see to whether the full scope of health care diseases and related health conditions (such as traditional medicine entries) are congruent with the overall structure. RSG will also make suggestions about the overall progress of the revision process, and synthesis of different inputs including field trials as well as participation from various regions, countries, languages and multiple stakeholders including NGOs.
– Identify uses of the classification and ensure that the revision process addresses the needs of users: RSG will ensure that the main uses of ICD for mortality and morbidity are maintained, and oversee proposals for other uses the classification; and preserve coherence and consistency of the description of entities between the interlinked versions of ICD for Primary Care, Clinical care and Research
– Identify basic taxonomic and ontological principles: RSG will observe the consistency and coherence of basic taxonomic and ontological principles across the overall revision process including:
. Key definitions: disease, disorder, syndrome, sign, symptom, trauma, external cause…
. Separation of disability and joint use with ICF
. Attributes: etiology, pathophysiology, intervention response, genetic base …
. Linkages to other classifications and ontologies
– Generate suggestions to resolve problems and ways to field test options as necessary: RSG will make suggestions to solve problems or conflicts arising across different proposals, and may make suggestions for field trials to gather empirical data for their solution. This area of function may include comorbidity coding, inference of causality in coding rules, and indexing.
– Develop plans and tools for transition from ICD-10 to ICD-11: Identify requirements for users to adopt ICD-11 including coding guidelines, cross walks, electronic tools, and educational materials.
The Revision Steering Group will communicate on an ongoing basis by email, have monthly telephone conference calls, and will convene at least twice annually for an in-person meeting. The composition of the Revision Steering Group will be as follows:
1. the chairs of the Topic Advisory Groups in the Revision Process
2. Representatives of the WHO-FIC Network (chairs of the Update and Revision; Family Development Committee, and Planning Committees)
3. Other invited terminology, classification and public health experts
4. Responsible WHO officers
The Revision Steering Group may invite consultants and other members of the Topic Advisory Groups and related workgroups as necessary to take part in their meetings.
Topic Advisory Groups (TAGs)
A number of ICD-11 Topic Advisory Groups (TAGs) have been set up, under Managing Editors (TAGMEs), who report to the Revision Steering Group.

It is understood that TAG Managing Editors would be expected to network to recruit reviewers with interest and professional expertise in the categories which Managing Editors have been allocated to work on, to act as external peer reviewers for the drafting of content and reviewing of proposals.

International Advisory Group (AG) for the Revision of ICD-10 Mental and Behavioural Disorders
The International Advisory Group (AG) for the Revision of ICD-10 Mental and Behavioural Disorders was constituted by the WHO with the primary task of advising WHO on all steps leading to the revision of the mental and behavioural disorders classification in ICD-10 in line with the overall revision process. No reports of further meetings
It has not been possible to establish whether any further meetings, either face-to-face or tele-conferencing, of the Advisory Group or the DSM-ICD Harmonization Coordination Group (or any working group which might have replaced it) have been held since December 2009.
The International Advisory Group is co-ordinated by Senior Project Officer, Dr Geoffrey Reed, Ph.D., seconded to the Department of Mental Health and Substance Abuse through IUPsyS (International Union for Psychological Science).
Meetings are chaired by Steven Hyman, MD, Harvard University, Cambridge, MA, a former Director of the National Institute of Mental Health (NIMH) and DSM-5 Task Force Member.
The WHO Department of Mental Health and Substance Abuse, which is overseeing the revision of Chapter V (Mental and Behavioural Disorders), is also managing the technical part of the revision of Chapter VI (Diseases of the Nervous System).
The lead WHO Secretariat for the Topic Advisory Group (TAG) Neurology (Chapter VI Diseases of the Nervous System) is Dr Tarun Dua, Management of Mental and Brain Disorders, Department of Mental Health and Substance Abuse, WHO, Geneva. TAG Neurology is chaired by Dr Raad Shakir, Imperial College London.

Information on the new International Advisory Group for the Revision of ICD-10 Mental and Behavioural Disorders and the Topic Advisory Group (TAG) for Neurology
The International Advisory Group for the Revision of ICD-10 Mental and Behavioural Disorders was constituted by the WHO for a period of two years (2007 – 2008) with the primary task of advising the WHO on all steps leading to the revision of the mental and behavioural disorders classification in ICD-10, in line with the overall ICD revision process.
The initial period of operation has now expired and the group has been reconstituted and reappointed for the next two year period. The appointment of the Harmonization Group and other working groups reporting to the Advisory Group has also now expired, and new working groups will be appointed based on the current needs of the revision.
The Advisory Group is co-ordinated by Senior Project Officer, Dr Geoffrey M Reed, PhD, who is seconded to the Department of Mental Health and Substance Abuse, WHO, Geneva, through the IUPsyS (International Union for Psychological Science). The Department of Mental Health and Substance Abuse will also be managing the technical part of the revision of Diseases of the Nervous System (currently Chapter VI), as it is doing for Chapter V.
The new Advisory Group expands and makes some changes to its composition in order to obtain better geographical representation and also based on the nature of the tasks of the next period of the revision process.
